When the system drawing is sufficiently zoomed in to display the Navigator's viewport rectangle, placing the mouse pointer within the viewport rectangle changes the cursor to the navigator panning cursor. The visible section of the drawing within the Drawing Pane can then be adjusted by clicking and dragging the viewport to the desired position.
